Are upper receivers FFL items?
Nope. Uppers are non-serialized parts meaning there is no way to track them nor need for an FFL. By the ATF’s definition, the trigger mechanism constitutes the firearm and since the trigger group is in the lower, that is all that is serialized.
Can AR-15 Uppers be shipped to your house?
Yes, those are considered firearms parts and are perfectly legal to ship through the USPS. There is no need to declare anything special on those parts.
Are AR-15 upper receivers universal?
The AR-15 has an upper and lower receiver that is made from some form of aluminum. That being said, you will find that AR upper and lower receivers will vary in exact fit between different manufacturers. That doesn’t mean that they won’t fit. Only that you will run into some that are easier to put together than others.
